(Annisa) 4 : 25
وَمَنْ لَمْ يَسْتَطِعْ مِنْكُمْ طَوْلًا أَنْ يَنْكِحَ الْمُحْصَنَاتِ الْمُؤْمِنَاتِ فَمِنْ مَا مَلَكَتْ أَيْمَانُكُمْ مِنْ فَتَيَاتِكُمُ الْمُؤْمِنَاتِ ۚ وَاللَّهُ أَعْلَمُ بِإِيمَانِكُمْ ۚ بَعْضُكُمْ مِنْ بَعْضٍ ۚ فَانْكِحُوهُنَّ بِإِذْنِ أَهْلِهِنَّ وَآتُوهُنَّ أُجُورَهُنَّ بِالْمَعْرُوفِ مُحْصَنَاتٍ غَيْرَ مُسَافِحَاتٍ وَلَا مُتَّخِذَاتِ أَخْدَانٍ ۚ فَإِذَا أُحْصِنَّ فَإِنْ أَتَيْنَ بِفَاحِشَةٍ فَعَلَيْهِنَّ نِصْفُ مَا عَلَى الْمُحْصَنَاتِ مِنَ الْعَذَابِ ۚ ذَٰلِكَ لِمَنْ خَشِيَ الْعَنَتَ مِنْكُمْ ۚ وَأَنْ تَصْبِرُوا خَيْرٌ لَكُمْ ۗ وَاللَّهُ غَفُورٌ رَحِيمٌ

And anyone from you if can’t afford financially to marry believing noblewomen, then from believing maids under your right hand possessed, and Lord Allah is the Best Knower with your faith. Some of you are from others, so you marry them with the permission of their family, and give them their dowry with Justice desiring chastity and not lust, and not to select bastards; when they are taken in the wedlock, if then commit shameful deeds, upon them should have half the punishment of the noblewomen, that is allowed for the one who is afraid of controlling sexual impulses among you, however, if you are patient, it is better for you, and Allah is the Oft-Forgiving, Merciful.

As there is no war today, there are no right-hand possessed women. Also, no men or women are having the noble characters mentioned in verse 33: 35. So any man or woman can marry each other. If they are living by testifying Adhikr and by doing righteous deeds aiming at the welfare of the thousand communities of Lord's creatures, they can return to Paradise or any other worlds other than Hell and Paradise. Anyway, the believer shouldn’t fulfill his sexual passion through illegal ways thinking that the Lord is Oft-Observing and the Recording Book fastened upon his neck is recording everything. Before getting Adhikr, one would have done many offenses. The repentance for all such evil deeds is to convey Adhikr to the entire mankind irrespective of nation or religion, planting trees as much as possible anywhere, and doing organic farming. He should also encourage others to do such righteous deeds considering verses 2: 261 and 4: 85. See explanation 2: 221, 255-256, and 10: 60-61.
